Mr.Ambassador, please be informed we treat and consider in line with our glorious religion that the execution that took place with the regard the six murders is called Qisas and not execution of six prisoners as you described. In reality your comments was a violation against sovereign nation which is not acceptable to the entire Somaliland people. Certainly, had any similar crimes committed by murders, they will end up with same fate. Mr. Ambassador, our religion is subject to amendments to suit your requirement since it is a divine directives from God. Somaliland like any nation from the international community has its rules, regulation and constitution and when it comes with the Islam issues which is divine to be obliged, it is mandatory for every Muslim to observe with regard to the cases of murders. Does Islam proscribe the death penalty for Muslims who wish to embrace another religion? Those who turn their back on Islam are to be executed. This law is still effective in Islam, and killing the murderer is still a valid law in Islam, but there is however another alternative for punishment and that is accepting by choice the blood money. If the relatives of the slain person wish to have an open and forgiving heart, then they can forgive the murderer under the condition that he compensates them with money for their slain son or relative. The demand should be reasonable. If the relatives do not wish to forgive the murderer, then he is to get executed by the Islamic ruling authority’s Islam, killing a human being is not permissible without a legitimate cause. According to sharai law, in the event of blood compensation is not willing to be accepted by the nearest or Wali which means legal guardian, then the issue is solved by Qisas. Qisas meant retaliation in kind or revenge. It is a category of crimes in Islamic jurisprudence, where sharia allows equal retaliation as the punishment. Qisas principle is available against the accused, to the victim or victim’s heirs, when a Muslim is murdered, suffers bodily injury or suffers property damage In the case of murder, Qisas means the right of a murder victim’s sharia nearest or Wali which means legal guardian) to, if the court approves, take the life of the killer.The law of Qisas is derived from the primary source of Islamic law: the Quran. The Quran uses the term ‘Qisas’ in the sense of ‘equality.
Being member of world family, there are issues that Somaliland shares with the rest international community and there is issues that we shares with the rest of Muslim world which is with regard religious matters which is mandatory to every Muslim to observe as the divine rule and guidance’s from Allah is above all consideration and when it comes of the murders, there is no other points of consideration like democracy or human rights acts, but only the directives from our wholly Quran is observed which is Qisas and therefore, the European Union Special Envoy to Somalia and somaliland Ambassador Michele Cervone d’Urs should know that, the penal law of Islam is above all man-made constitutions throughout the world and been religious mandatory, Somaliland people will not bow down had any influential power like EU insert pressure us, as there is no compromise with us with regards our religious believe. They can discuss with us anything else, but not our islamic religion obligations which is mandatory to every human let alone the Muslim world. In conclusion, we totally rejected the allegation from Ambassador Michele Cervone d’Urso that Qisas constitutes a serious violation of human rights and human dignity. Ambassador Michele Cervone d’Urso, please be informed that somaliland people are conservative Muslim country and not secular country like EU countries.
Secularism makes lawful what Allah has made unlawful. The Rule of Allah (Shari`ah) is compulsory and has basic laws and regulations that cannot be changed. Some of these laws are concerned with the acts of worship, the relations between men and women, etc. Secularism is based on separating religion from all the affairs of this life and hence, it rules by law and regulations other than Allah’s laws. Hence, secularism rejects Allah’s rules with no exception and prefers regulations other than Allah’s and His Messenger’s. In fact, many secularists claim that Allah’s laws might have been suitable for the time they were revealed but are now outdated. From the above, the status of secularism and its relation to Islam are clear. In conclusion, Somaliland people being Muslims, we have no other choice other than to obey the rule of God.
